NCCOS EMS SCOPE
 

The NCCOS EMS applies to all of NCCOS as a single EMS. This includes NCCOS headquarters, four laboratories and two centers. The EMS elements that apply to these organizations reflect the function of the particular organization. Some of the EMS elements apply to NCCOS as a whole, others apply to all of the laboratories and centers and several are specific to individual laboratories and centers. For example, the NCCOS Environmental Policy applies to all of NCCOS, the Environmental Aspects apply to all the laboratories and centers, and operational controls are specific to the activities of individual laboratories or centers act. The following table describes how different elements of the EMS apply to different organizations within NCCOS based on their function.

All labs and centers are working toward  several objectives, targets, plans and programs

There is a single environmental roles and responsibilities matrix for all of NCCOS

 

 

Competence, Training and Awareness

General Awareness Training is provided at an NCCOS level to all staff

 

Lab and center EH&S managers provide facility specific competency training to staff

Environmental communication is managed centrally through NCCOS's EMS site

 

Lab and center EH&S managers provide facility specific communication to staff

EMS Documentation

Documents are managed on the NCCOS EMS website

 

 

Control of EMS Documents

Documents are controlled by maintaining authorized versions on the NCCOS EMS web page

 

Facility specific documents are maintained at the points of use, the lab's and centers

Operational Control

 

 

Operational controls are maintained at the points of use, the lab's and centers

Emergency Preparedness and Response

 

 

Emergency preparedness and response procedures maintained at the points of use, specific buildings

Control of EMS Records

D. Monitoring and measurement

 

 

 

Monitoring and Measurement

Monitoring of objectives and targets is conducted by the EMS Team at an NCCOS level

 

Monitoring of controls is conducted by individual labs and centers

Evaluation of Compliance

 

Compliance evaluations are conducted by NOAA SECO Office

 

Nonconformity, Corrective and Preventive Action 

The NCCOS EMS team is responsible for corrective/preventive actions that apply to NCCOS and the labs and centers as a whole

 

Individual labs and centers are responsible for corrective/preventive actions of operational controls

Internal Audits

Internal Audits are conducted for NCCOS as a whole

Senior Management Review
