ENVIRONMENTAL ALERT #2006-0001
Affirmative Procurement Program

General: On December 14, 2005, the Office of Acquisition Management and
Financial Assistance
issued Commerce Acquisition Manual (CAM) Part 23,
Subpart 70, 1323.70, establishing the Department's Affirmative
Procurement Program
(APP). CAM 1323.70 implements the green purchasing requirements of Section 6002 of the Resource Conservation and Recovery Act (RCRA),
Executive Order (EO) 13101, Greening the Government Through Waste
Prevention, Recycling, and Federal Acquisition, and Part 23 of the Federal
Acquisition Regulation. The APP contains policy and procedures for the
procurement of Environmental Protection Agency (EPA) designated recycled
content products, United States Department of Agriculture designated
biobased products, and other environmentally preferable products. All acquisition, program, and requirements personnel should read and understand CAM 1323.70 coverage.

The APP establishes that environmental considerations must be addressed during acquisition planning and that it is DOC policy to specify and procure EPA-designed items containing recovered materials to the maximum extent practicable. Purchase of EPA-designated items is reported annually to the EPA and Office of the Federal Environmental Executive. CAM 1323.70 supersedes Procurement Memorandum (PM) 96-08, Executive Order 12873, Waste Prevention and Recycling Program (April 12, 1996).
