The development and
implementation of internal controls is a fundamental building block on
which an accountable program is developed and maintained.
NOAA Administrative Orders typically build upon DOC Administrative
Orders and prescribe administrative management policies, procedures,
and standards
that apply NOAA-wide. Administrative management matters applicable
at lower levels in the organization address program and mission-specific
