MOC-P Homeport Site Alternatives Environmental Assessment

Project Description: The Marine Operations Center – Pacific (MOC‐P) provides centralized management of ten NOAA ships on the West Coast, including Alaska and Hawaii, and is the permanent homeport for four of these ships. The current lease (in Seattle, WA) expires June 30, 2011. In addition, as a result of the 2006 pier fire at this site, the current lease no longer serves all of MOC‐Ps requirements nor meets current environmental, safety and fire code requirements. Following a competitive lease acquisition process, under which proposals submitted from interested sites in Washington and Oregon (both of which are approximate mid‐points for all of NOAA’s West Coast ships, which include ships operating in Alaska and the equatorial Pacific) were reviewed against technical and price considerations, NOAA selected the Port of Newport, OR, as the new MOC‐P site, with operations beginning in 2011.
