The development and implementation of internal controls is a fundamental
building block on which an accountable program is established and maintained.
NOAA's Environmental Compliance and Safety policies provide specific
guidance on program responsibilities and requirements applicable throughout
NOAA. These policies are developed through a concensus process involving
a cross section of clients and staff and are maintained within NOAA's
Office of the Chief Administrative Officer (OCAO)
