Stop Taking Avoidable
Risks (STAR) Program

December 2, 2002 memorandum, Safety Program Enhancements for FY 2003
there is a requirement that all supervisors, not identified to
take the two-day Dupont Training, take the 4-hour STAR training. The STAR program
is a type of Safety Intervention Technique designed to reduce accidents by
identifying both safe and unsafe acts. Then, using a positive, proactive approach
either commends the employee or corrects the unsafe action or condition. It
is a well-known fact that most accidents are caused by human error. This program
is designed to get both the supervisor and employee involved in reducing the
human errors. NOTE: This program is not to be used as a tool for discipline.
STAR training is based on established safety courses given by DuPont
Safety Resources, and it will be conducted by NOAA in-house safety professionals.
Schedules are forthcoming, but all efforts will be made to run these
training sessions concurrent with scheduled managerial meetings and/or
at the supervisors location wherever possible. As mentioned previously,
STAR training sessions will be coordinated through each Line and Staff
