FRAMEWORK - 3: EXECUTIVE SUMMARY

This document, entitled "Framework - 3" has been compiled by the Office of Environmental Compliance in the Office of Finance and Administration of the National Oceanic and Atmospheric Administration (NOAA). The document reflects and updates previous versions, entitled "Framework", "Framework - 2", and "Framework - 2b". The purpose of all of the framework documents, and Framework - 3 in particular, is to create a centralized reference collection of documents that apply to and facilitate NOAA's Environmental Compliance Program. Additional purposes of the document include:

• To update pertinent documents related todissemination of information, guidance, and administration, in terms of the status of the Environmental Compliance Office within NOAA.
• To create a point of reference, or "framework", in which the Environmental Compliance Office works.
• To present an overview of the mission of the Environmental Compliance Office to those not affiliated or familiar with the Office's work.
• To collect all the applicable program guidance documents from affiliated agencies and groups, including the Department of Commerce (DOC), NOAA, and the executive branch of the federal government.
