C.2.3.1 Construction documents, cost estimates,
design calculations, studies, and reports shall be approved and certified
by a registered architect, registered professional engineer, or certified
cost engineer, as applicable (often required to be licensed in State
where project is located). All topographic surveys and construction
site survey control shall be performed and certified by a surveyor
licensed in the State where the project is located. Work performed
shall be in compliance with all local, regional, State, and Federal
regulations, standards, codes, and ordinances.
C.2.4 Environmental Training
The PSC shall provide environmental training
as required. The following list of training is indicative of the services
to be provided and not intended to be a definitive list.
a. Environmental Training Lectures
b. Personnel Testing
c. Scientific and Management Education
d. Technical Training
e. Environmental Database Training
f. Lab Safety/Environmental Training
C.3 DELIVERABLES
C.3.1 Minutes of Meetings
The PSC shall maintain attendance and content
records of all meetings, conferences, conference telephone calls, etc.
It shall distribute minutes thereof to all participants within three
working days after the meeting.
C.3.2 Drawings
The PSC shall provide the Government with
the specified number of drawings identified in the task order for each
design review. The PSC shall send the drawing sets to locations to
be determined by the Government. Full-size drawings will be A1 (594
mm x 841 mm) unless otherwise approved by the CO. Drawings shall be
produced such that they are completely readable when reduced to review
set size A3 (297 mm x 420 mm). The PSC shall deliver finished plans
on floppy disk compatible with the AutoCad software being used by CASC
at the time. CASC currently uses AutoCad by Autodesk, Inc., Release
10.
C.3.3 Reports and Studies
The PSC shall deliver the specified number
of sets of final reports and studies prepared under the task order.
Reports and studies shall be prepared in 210 mm x 297 mm size with
foldouts where required.
C.3.4 Specifications
Specifications shall be types on A4 bond
paper. Specification format which is standard with the office of the
PSC may be used, subject to approval by the CO prior to commencement
of work. Specification format shall be clear and comprehensive and
shall present no conflict in work control and construction management.
Subject to the approval of the CO, specifications not exceeding five
A4 sheets may be made a part of the project drawings.
Interim specification submittals, up to
and including 35 percent submittals, may consist of a marked up guide
specification with typed specifications as required by the task order.
The PSC is cautioned that a poor mark-up technique which results in
illegible specifications will require resubmission.
Specifications submitted after the 35 percent,
shall be typed on bond paper, single spaced, and on one side only.
An index of contents and a submittal list
with reference paragraph shall be provided with all specifications.
The cover shall bear the name of the project,
the project number, the name of the PSC, and the date of preparation.
Except where a single product of only one manufacturer is required
to replace or tie into an existing system, sole source specifications
are not permitted. The PSC may specify a single product to establish
quality and performance standards but must include an "or equal" provision
to ensure competition. To ensure comprehensive specifications,
the PSC shall not rely on the identification of one manufacturer's
product
to establish the required characteristics but shall specify the
quality, performance, and salient characteristics of the product
specified.
The PSC shall exercise continuous review
procedures to ensure that specifications prepared are appropriate for
the required work, are free of ambiguities, and are clearly and concisely
written to satisfy the requirements of the intended work.
C.3.5 Construction Documents
The PSC shall deliver the specified number
of sets of construction bid documents (half-sized prints of all plans
and the specifications) to the individual identified in the task order.
The PSC shall deliver the original of all construction bid documents,
including construction cost estimates to the CO. The specific number
of copies of the construction bid documents will be established in
the individual task orders. The construction documents as a whole,
as well as the components and portions thereof, shall permit full and
open competition among interested contractors, manufacturers, and suppliers.
Considering the construction period and
site peculiar conditions, the construction plans and specifications
must provide for constructibility of the facility. To attain this end,
the PSC shall have experienced construction engineers review the construction
drawings and specifications during their preparation and provide technical
input to the design on an in-progress basis to ensure that constructibility
is a prime consideration.
C.3.6 Cost Estimates
Detailed cost estimates shall be prepared
for and included with each submittal stage required by the task order.
All cost estimates shall be itemized for direct cost of each item of
work by unit cost of material, labor, and equipment.
The PSC shall establish and maintain an
in-house (Government approved) security policy for safeguarding prepared
cost estimates.
Overhead and profit shall be shown as added
percentages to the subtotals of the direct cost. Maximum allowable
profit shall be 10 percent of direct costs. Lump sum cost estimates
will not be accepted.
The PSC shall follow cost trends of the
work so that any possibility of project cost overrun is recognized
at the early stages of design. When cost estimates exceed the project
budget, the PSC shall immediately notify the CO, in writing. With such
notification, the PSC shall describe, in narrative form, the recommendations
for effectively providing the work within the budget limitations. The
Government will act on such proposals according to the evaluations
made thereof.
C.3.7 Design Analysis and Calculations
Design analyses and calculations shall
be submitted with each submittal of plans and specifications. The degree
of completion shall be comparable to that of the plans.
All computations shall be indexed and arranged
in an orderly manner, with appropriate sketches, so that all elements
of the design can be easily identified.
The analysis shall include, but shall not
be limited to, the following information and the information required
elsewhere in this section:
a. Design methods shall be described, including
assumptions and theories and formulas employed in the design solutions.
b. The design analysis shall include a
general description of computer programs used on major features of
the analysis.
c. Final design submittal shall include
a complete set of check computations clearly marked as final design
calculations. The practice of sending additional sheets to be incorporated
with previously submitted computations is not acceptable.
d. When CADD systems are used to perform
design calculation, copies of CADD input data, output listings, and
diagrams shall be presented in such form that permits manual checks
of final results.
C.3.8 Bid Schedule
The PSC shall submit a bid schedule with
all task orders that require one. It shall identify the following items:
a. Brief description of work and skills required.
b. All basic bid and alternative bid items with a brief description of the work
involved.
c. Schedule for lump sum bids or unit cost as appropriate.
d. Identify number of calendar days required for work completion.
C.4 SPECIAL REQUIREMENTS
C.4.1 Issuance of Task Orders
Services to be performed shall be ordered
by the issuance of individual task orders by the CO. Individual task
orders shall be negotiated and issued in accordance with the following
procedures:
a. As the need for professional services
arises, the CO will provide a proposed task order to the PSC.
b. The PSC shall prepare a price proposal
in a seven-item format including the following: labor hours and rates,
direct overhead, indirect overhead, materials and supplies, travel,
reproduction, and profit. The PSC shall provide sufficient detail for
each element to allow a thorough analysis by the Government. The proposal
shall be submitted to the CO with a copy to the COTR.
c. When agreement is reached, a bilateral
task order will be issued specifying all terms and incorporating the
provisions of this contract. The Contractor shall notify the ACO within
five days after issue of a task order of any problems concerning the
language or pricing included on the task order. The Contractor's failure
to notify the ACO within the five-day period will constitute acceptance
of the task order.
d. If agreement cannot be reached, the
CO shall terminate negotiations with the PSC. In the event such negotiations
are terminated, the Government reserves the right to commence negotiations
with another professional services firm.
e. Each task order shall be issued on Commerce
Department Form 404 (CD-404), "Supply, Equipment, or Service Order" or
standard form 30 (SF-30), "Amendment of Solicitation/Modification
of Contract."
f. Each task order shall contain the date
of order, task order number (beginning with the number "56" if
a SF-30, or "40" is a CD-404 is used), the referenced contract
number (beginning with the number "50"), accounting and
appropriation data, description of the items/services, and the
actual cost of the
item as referenced in the proposal.
g. All task orders shall be issued by the
Contracting Office. However, notices of task order issuance can be
given to the Contractor by the individual(s) listed below:
h. Task orders may be placed orally by
the Contracting Office when urgency for the services make this procedure
necessary. However, any task order placed orally will be confirmed
in writing subject to the procedures outlined in (e) through (g) above.
C.4.2 Handling of Sensitive Material
a. It is anticipated that in performance
of the contract, the PSC may have access to and use of information,
material, and data for which release is unauthorized. Examples of this
item include:
1. DOC Construction of Facilities Program
financial and management information, and information of other parties
contained in or furnished under NOAA contracts or agreements.
2. Data submitted to DOC marked with restrictive
legends.
b. Therefore, in furtherance of DOC data
handling policies to protect the interests of the Government and other
parties with respect to such information and data, the PSC agrees:
1. Not to disclose the above types of data
and information to others without the written consent of the CO; and
2. To abide by the conditions of restrictive
legends contained in any data in the above categories.
c. These restrictions do not limit the
PSC's right to use and disclose any data, material, and information
obtained from another source without restrictions.
C.4.3 Compliance with Codes and Standards
The design for any project shall be, to
the maximum extent feasible, in compliance with the latest edition
of Federal, State and Local codes. The PSC shall obtain copies of all
applicable codes and ordinances from the appropriate authorities as
necessary for reference. The PSC shall consult with appropriate local
officials and, upon request, submit plans in a timely manner for review
by such officials for a period of up to 30 days. The PSC shall give
due consideration to any recommendations of such officials and forward
them (with the PSC's recommendation), to the Contracting Officer for
a decision. The PSC may be required to obtain permits on behalf of
the Government.
