ELEMENT DESCRIPTION BASE FY 2000
A. Pollution Control Standards Compliance Project Costs (Compliance Activities: "material capital expenditures") (See Office of Management and Budget Circular A-11, Preparation and Submission of Budget Estimates of June 1996, sections 12.4(f) and 12.5(d)(1) for design and construction.) (Consistent with the Chief Financial Officers Act and the Government Management Reform Act, in financial terms these items are "material capital expenditures".) $X,XXX,XXX $X,XXX,XXX
Clean Air Act Capital expenditures needed to comply with the Clean Air Act requirements.
Clean Water Act Capital expenditures needed to comply with the Clean Water Act requirements.
Resource Conservation and Recovery Act Actions taken to comply with solid and hazardous waste pollution control requirements under the Resource Conservation Recovery Act or comparable State, interstate, or local law and other requirements.
Other Compliance activities to abate or prevent pollution required under other environmental laws and requirements.
B. Remedial Environmental Project Costs (Cleanup Activities: "environmental cleanup liabilities") (See Office of Management and Budget Circular A-11, Preparation and Submission of Budget Estimates of June 1996, section 12.5(t) including design, construction, management, operation and maintenance.) (Consistent with the Chief Financial Officers Act and the Government Management Reform Act, in financial terms these items are "environmental cleanup liabilities".) $X,XXX,XXX $X,XXX,XXX
Resource Conservation and Recovery Act Cleanup capital expenditures needed to comply with 3004(u), 3004(v), or 3008(h) of the Resource Conservation Recovery Act or comparable State, interstate, or local law and other requirements; including corrective action studies and designs. In addition, costs of cleanup of sites contaminated by a leaking underground storage tanks.
Comprehensive Environmental Response Compensation and Liability Act Cleanup capital expenditures needed to comply with Comprehensive Environmental Response Compensation and Liability Act or comparable State law or regulation; including capital expenditures for remedial actions, removals, site inspections, remedial investigations, feasibility studies, and designs.
C. Materials Management Activities Costs (See Office of Management and Budget Circular A-11, Preparation and Submission of Budget Estimates of June 1996, section 12.4(f), and also see U.S. Environmental Protection Agency's Federal Agency Environmental Management Program Planning Guidance of October 1994, pages 2-12, 2-13, 2-22, 2-28.) Activities that are necessary to cover the administrative, personnel, and other overhead costs associated with managing environmental programs.) $X,XXX,XXX $X,XXX,XXX
Chief Financial Officers Act & Government Management Reform Act requirements and implementation Annual Financial Statements, "Environmental Liabilities" - Notice of Findings and Recommendations: environmental compliance audits and surveys for shore facilities and ships, decommissioning & decontamination surveys for ships, database for project list, and training.
Government Performance and Results Act requirements and implementation Development and reporting of performance measurements.

Line/Staff Offices' Wastes and Hazardous Materials Management Activities Costs (operation and maintenance costs)

Environmental Management (includes NPR "Environmental Cost Accounting" items)

Program management costs include personnel and labor costs of environmental managers and their staffs, travel and per diem, office supplies, computer hardware and software, leases, permits and fees, and other administrative costs involving resources for personal and organizational development, communication, and training. Other personnel costs, based on estimated time dedicated to environmental program, and contract personnel. (Some examples are: Consumable items, annual fees for permits, disposal fees for sewer and hazardous wastes, specialized job/site training, protective clothing and equipment, annual storage tank tightness testing, environmental compliance audits.) (National Performance Review: Reinventing Environmental Management of September 1993 - ENV01: Improve Federal Decisionmaking Through Environmental Cost Accounting - "environmental costs include such expenses as hazardous waste disposal & treatment, health care, training, and clothing & equipment for hazardous material handlers.")
